OMEA Negotiations Update – April 8, 2025
Dear OMEA member,
Your OMEA negotiations team met with the City Monday, March 31, and Wednesday, April 2, 2025, for our second and third negotiations sessions. On Monday 4/2, the City presented a response to our initial proposal and on Wednesday we presented a counter proposal.
City's Response: Disappointing But Not Surprising
City management has delivered a message that focuses heavily on budget constraints, despite some positive financial indicators:
- The current FY 2024-25 budget projects a small surplus of $61,487 (not substantial, however better than a deficit)
- General Fund reserves are at industry standard (16%)
Budget Realities We're Facing
This year's balanced budget relied on $13.8 million in operating reductions and a one-time transfer. The proposed FY 2025-26 budget reveals:
- Another $13 million in expenditure reductions are planned
- Public Safety will receive $76.8 million (51% of General Fund) for salaries and benefits
- Non-sworn employees are allocated only $28 million (19% of General Fund)
- No wage increases for non-sworn staff are included in the current draft budget
- Special events like 3rd of July celebrations and the Tree Lighting have been budgeted for
- 73 vacancies exist citywide, with 24 positions frozen and not budgeted
