Some cities are looking to increase pressure on railroad companies on what officials consider negligence on the railroads’ part for not addressing the various homeless camps which have popped up after the County evicted homeless people from the Santa Ana riverbed last year.

Barbaro’s gregarious nature knew few partisan boundaries. Among his friends was Scott Baugh, chairman of the county GOP throughout much of Barbaro’s later term leading Democrats. The two would regularly confer and commiserate about the infighting each experienced in their respective parties.
