The Orange City Council on Tuesday, Sept. 24, will consider a contentious proposal to build 128 homes on a former quarry in Orange Park Acres. Milan Capital Management is asking the council to open up 41 of the 109-acre site for homes, with the rest dedicated to open space. Only 15 acres are currently zoned for housing.
