Impasse Declared, PCEA Members Stand United

Dear PCEA Member,

After every voting PCEA member rejected the City’s offer, the City asked us back to the table. We showed up—ready to negotiate in good faith.

On Oct. 30, your negotiations team presented a supposal offer to the City in an effort to move discussions forward.

On Nov. 5, the City responded to our supposal by doubling down on its same Last, Best, and Final Offer—the very proposal you unanimously rejected.

That’s not progress. That’s a dead end.

So today, PCEA formally declared impasse.

Let’s be clear about what’s happening. Other bargaining units in the City received raises more than double what PCEA members were offered—along with additional improvements. The City’s budget isn’t the problem, as they’ve led us to believe. The problem is priorities—and right now, their actions show that PCEA members are not one of them.

Every day, you keep this City running. You keep services moving, residents supported, and operations stable. But instead of respect, the City has chosen disregard.

Your unanimous rejection of the City’s last offer sent a message: we are united, and we know our worth. Declaring impasse sends another: we will not be ignored.

Now the City is watching to see if your unity holds when things get difficult. Our answer is clear: PCEA members don’t back down. We don’t give up. And we will not be treated as second-class employees in our own city.
