OC San Negotiations Update: July 2, 2025
Dear OCEA member,
First, I want to thank you for your patience and acknowledge it’s been a while since our last communication to you. I held off on sending an update until we had a clear picture of what is happening. I appreciate your understanding.
As you know, members voted to ratify the Tentative Agreement (TA) Monday, June 16. I am pleased to announce members voted to accept the agreement! After the terms were agreed to, OCEA expected the District to send us the new redlined MOU with “clean-up” language for review and approval and then send the ratified TA to the OC San Board of Directors for adoption at their June meeting.
It’s not unusual for updated MOU language to be sent separately from the TA, which is typically limited to fixing grammar, updating terminology, inserting accurate dates, and making other non-substantive edits. However, when the District sent over the “clean-up” version of the MOU, your negotiations team found some of the proposed changes went beyond technical edits and were in fact substantive in nature. We held back the ratification results from the District until they acknowledged our serious concerns with the proposed MOU language.
Since then, we’ve been working diligently to ensure that the final MOU reflects only the terms ratified by members. While we have made progress, we are still waiting to hear back from the District on the remaining items. We will share more information as soon as we receive a response.
Importantly, the economic terms included in the TA and ratified by the bargaining unit—including the wage increases scheduled to take effect the first pay period in July—still stand. These terms were negotiated in good faith, and we do not expect to face any issues with their implementation. That said, we continue to have critical conversations with OC San to protect the integrity of the TA on which you voted. Once we receive an MOU that reflects only the changes approved by the membership, we will send that out to everyone.
