PCEA Members Send Strong Message: Unanimous Rejection of City's Offer
Dear PCEA Member,
You’ve sent a powerful and unmistakable message to City leadership: PCEA members voted unanimously to reject the City’s Last, Best, and Final Offer.
This vote was more than a formality—it was a clear statement that PCEA members will not accept being undervalued or dismissed for the essential work you do every day to keep this City running.
Following your vote, we notified the City of your decision and made your voices heard. In our response, we told them plainly:
“Our members are deeply disappointed that the City’s proposal neither meets their basic economic needs nor reflects the value and dedication they bring to the community every day.”
We also called out the clear disparity between how the City treated PCEA members and other employee groups:
“Throughout this process, the City repeatedly stated there were no available funds to improve PCEA’s contract. Yet, the October 21 City Council agendashows that other bargaining units received significant increases and enhancements. To our members, this was not just a budgetary decision—it was a statement about priorities.”
We made it clear that this unequal treatment has real consequences: it damages morale, undermines trust, and hurts the City’s ability to retain and motivate the dedicated employees who keep Placentia running.
PCEA has formally documented these concerns and is evaluating all options, including filing an unfair practice charge with the Public Employment Relations Board (PERB).
Even so, our goal remains unchanged: to reach a fair and sustainable agreement grounded in respect and shared responsibility. We made that clear to the City, too.
What’s next:
- Thursday, Oct. 30: OCEA returns to the table with the City.
- Tuesday, Nov. 4: City representatives plan to meet with Council.
Your unity has already made an impact. The City now knows that PCEA members are standing together—and we will not settle for less than what’s fair.
