The COVID-19 pandemic presents our generation with a once in a lifetime challenge and OCEA members are leading the frontline response. We know the only real leadership we can count on is the Union Strong leadership we provide ourselves. One of the critical roles our union plays is to ensure through our unity that we keep all workers safe.

We must also stand strong together as one union to protect each worker’s economic health and security. The COVID-19 pandemic has created uncertainty all over the world and that uncertainty extends to Sacramento where state lawmakers are at work crafting the budget for the 2020-21 fiscal year. The OCEA Legislative Advocacy team continues to analyze the state budget as it evolves and we will know more about its potential impact on the County in the coming days.

The County of Orange is moving from current benefits administrator Secova to Alight Solutions (Alight) as of June 1, 2020. Transition letters informing County employees, Court workers and retired participants were sent last week. This is not an OCEA-negotiated change. Our employers are not obligated to meet and confer on such an issue. We do, however, want to make sure you are receiving the information you need.

The COVID-19 crisis has dramatically impacted all of us and worker leave balances may be more influx than ever. Our negotiated contracts with the County included a transition from the Annual Leave system to Healthcare and Vacation Leave, which provides much of the same flexibility as Annual Leave, while at the same time providing the security of being able to cash out more hours with no approval required. Another component of the conversion allows OCEA-represented employees a one-time election to convert an unlimited amount of Annual Leave over to Healthcare Leave.
